The groundbreaking, 92-page report, titled “Radicalization in the West: The Homegrown Threat,” angers critics who say it promotes “religious profiling” and discrimination against Muslims.

Last April, Police Commissioner Bill Bratton disbanded the intelligence-gathering unit.
